Ofgem is the designated regulator for heat networks in England, Scotland and Wales. Its authorisation conditions have applied to relevant heat network suppliers and operators since 27 January 2026.
Metering is currently regulated under the Heat Network (Metering and Billing) Regulations. New metering requirements will be set out in the Heat Network Technical Assurance Scheme (HNTAS).
Heat metering and billing consultancy, since 2016. Litra Consulting is based in Burnley, Lancashire. It started as a small consultancy helping metering and billing companies, energy service companies and network operators deliver better services and systems to their customers.
